国际学术会议预通知(第一轮)

新的世纪,党和国家高度重视社会治理创新,社会工作在中国取得了迅速发展。在教育方面,截至2022年,3598所高校开办了社会工作专业,183所大学开办社会工作专业硕士教育,我国社会工作学历教育体系已经涵盖了专科、本科、硕士、博士研究生的完整体系。

截至2022年底,全国持证社会工作者共计93.1万人,建立了以考试为主要评估方法的,包含助理社会工作师、社会工作师、高级社会工作师在内的分级职业认证体系。全国成立了近1.9万家社会工作服务机构,设置了6.4万个社会工作服务站(中心),开发了超过44万个社会工作岗位。中国社会工作发展的制度框架基本确立,服务网络日益拓展,专业实践逐步深化,社会工作在国家战略中的地位不断提升。

20233月,中共中央、国务院印发了《党和国家机构改革方案》,组建中央社会工作部,社会工作参与国家治理和基层社会治理的重要性进一步提升,探索新的本土实践,凝练新的发展路径,拓宽社会工作的本土发展空间,推动社会工作高质量发展,助力国家治理体系和治理能力现代化建设成为重要的理论与实践问题。

中国社会工作的发展既是党和国家社会治理现代化的重要体现,也是全球发展中国社会工作发展的典型样板。伴随着全球化的进程,社会工作在全球不同国家,不同文化背景的社会中生根发芽,政策、实践的多元化趋势日益凸显,多元文化社会工作正在成为全球社会工作发展的新方向。从全球范围来看,社会工作发展正在由西方向全球的扩散转变为不同文化情境下社会工作的交流与互动,全球范围的人口流动对多元文化社会工作带来新的问题与挑战。从中国社会工作发展来看,乡村振兴战略中多民族地区的社会工作服务、铸牢中华民族共同体意识中的社会工作参与、新型城镇化进程中数量庞大的少数民族中流动人口社会工作服务等,都是社会工作服务的重要领域。为推动全球社会工作学界对以上内容的深入讨论,加强中国社会工作学术界与国际同行的对话,以更好地促进国际学术界与中国社会工作学界的交流,教育部人文社会科学重点研究基地兰州大学西北少数民族研究中心计划于2024628-30日在兰州大学召开2024多元文化与社会工作:全球化时代的对话与交流国际学术会议。

2024 “Multiculturalism and Social Work: Dialogue and Exchange in the Age of Globalization”

Conference Announcement (first round)

In the new century, the Communist Party of China and the Chinese government attach great importance to the innovation of social governance, and social work has achieved rapid development in China. In terms of education, by the end of 2022, 3,598 universities and colleges have established social work majors, and 183 universities have established master’s degree education of social work. The social work education in China has become a complete system, covering education for vocational, undergraduate, master’s, and doctoral students.

There are 931,000 certified social workers in China as of the end of 2022. And a graded occupational certification system has been established, with exams as the main evaluation method, which is divided into assistant social workers, social workers, and senior social workers. In addition, nearly 19,000 social work service organizations have been established, 64,000 social work service stations (centers) have been set up, and more than 440,000 social work posts have been developed. The institutional framework for the development of social work has been basically established, the service network is increasingly expanding, the professional practice is gradually deepening, and the status of social work in the national strategy is constantly improving.

In March 2023, the CPCthe Communist Party of Chinaand state council issued the Reform Plan for Party and State Institutions, which proposed the establishment of the Central Social Work Department. The significance of social work participating in national governance and grassroots social governance has further enhanced. For the development of social work in China, exploring novel local practices, consolidating new development paths, expanding the scope for local services, promoting high-quality advancement, and helping to modernize the national governance system and governance capacity have become important theoretical and practical issues.

The development of social work in China not only represents a significant aspect of the modernization of social governance by the Communist Party of China and the Chinese government, but also serves as a paradigmatic illustration of social work advancement in developing nations worldwide. With the process of globalization, social work has established its presence in societies with diverse cultural backgrounds across various countries worldwide. The trend towards policy and practice diversification has gained significant prominence. Multicultural social work is emerging as a novel trajectory in the realm of global social work advancement. From a global perspective, the development of social work is transitioning from Western influence to the exchange and interaction of social work within diverse cultural contexts. The increasing global population flow has introduced novel problems and challenges to multicultural social work. From the perspective of social work development in China, it is crucial to underscore the delivery of social work services in multi-ethnic regions within the context of the rural revitalization strategy. Additionally, social work actively engages in fostering a strong sense of community for the Chinese nation and addressing the distinctive needs of ethnic minorities within the extensive migrant population during the process of new urbanization, and addressing other pertinent domains constitute crucial areas within social work services. In order to facilitate in-depth discussions on the aforementioned topics within the global academic community of social work, enhance dialogue between the Chinese social work academic community and international colleagues, as well as foster greater exchanges between the international academic community and the Chinese social work academic community, Lanzhou University's Northwest Ethnic Minority Research Center, a key research base for humanities and social sciences under the Ministry of Education, is planning to host 2024 international academic conference titled “Multiculturalism and Social Work: Dialogue and Exchange in the Age of Globalization” from June 28th to 30th, 2024.

 

The meeting will focus on the following contents:

Session 3. Fostering a strong sense of community for the Chinese nation and social work

Session 4. Cultural sensitivity and cultural competence of social workers

Conference fees: There is no conference fee for the conference, and participating scholars are responsible for their own round-trip transportation and accommodation expenses. The organizer is responsible for catering for delegates during the meeting and does not provide pick-up and drop-off services.

 

Reply receipt and paper: Participation in the conference will be in writing, and participating scholars must submit a receipt and paper abstract before April 20, 2024; submit a formal paper in Chinese or English before May 20, 2024(Chinese papers must have an English title and an English abstract of no less than 800 words). The conference organizer will send formal invitations to participating scholars by email one after another based on the status of paper submissions. The conference will invite editors of social work-related journals such as journal of lanzhou university, gansu social science, China's ethnic groups, social construction, journal of social work, Social Work and Management, research on development and other professional journals to participate in the conference and hold an editorial symposium to jointly discuss social work development issues.

During the conference, local social work agencies will be contacted, and participating scholars will be invited to visit and hold discussions in ethnic urban communities  to gain in-depth field experience of social work services for urban ethnic minority floating populations.
